Bad ground. Dim bulb usually means the current is flowing through the bulb backwards. Check grounds on radiator support. Socket ground might be rusted out requiring a replacement socket pig tail from Rock Auto or elsewhere.
Ground a wire on the chassis and touch the other end to the metal collar of the bulb while its still in the socket and see if it works correctly.
