3rd brake light with 5 halogen

Car: 1991 Z28 Convertible
Engine: 305 TPI
Transmission: 5-speed
Axle/Gears: 10 bolt, 3.08
3rd brake light with 5 halogen
I have a convertible with the 5 halogen row for a 3rd brake light. It wont come on. I checked the V at the hatch/trunk contact and I have 11.7V and then I tested it at the connector to the light strip and again, 11.7V. I then connected my light strip to the battery and it lit. It just wont light at the trunk and I have cleaned the terminals really well. What could it be?? Do the halogens need more juice? At the battery they were on 12.3V.
I cant figure this out. Odd.

Okay, so I put some wire into the socket for the 3rd brake light. routed + to multimeter, - from meter to a bulb, then other side bulb back to - of socket.
Meter says 11.85V and bulb does not turn on.
This is same as last night. I have voltage on my meter but it would not light up my 3rd brake light assembly. Very odd.

I also sell the bulbs if it turns out that is the problem. Before replacing them, I'd spray the bulb sockets with some deoxit of equivalent contact cleaner.
Also are you sure the contacts on the spring-loaded bar on the underside of the hatch are in good shape and not bent or missing? I've seen both conditions. Look at one on another car another or post your picture of the spring-loaded bar. Also if the hatch is out of adjustment (pushed to the rear of the car) the spring-loaded contact on the bar might not be making proper contact with the contact plate on the top of the rear plastic hatch surround piece. You'll need to realign the hatch to correct this.
A word of caution to everyone. NEVER touch the halogen bulbs with your fingers. The oils on your finger wil cause a hot-spot on the bulb and it will burn out quicker.

Actually they will ship to you by USPS Priority Mail Small Box Flat-Rate Int'l insured. Let me calculate the actual S&H. I used to ship First Class Int'l, but they've lost 3 packages on me recently and USPS won't allow insurance or track First Class Int'l. E-mail me your address.

I am not shipping ANY orders via First Class Int'l any longer. I can't afford the charge-back for the cost of postage AND the cost of the product AND the hit to my reputation when USPS or whoever they contract with in your country loses it.
