Does this test prove the wiper switch is good?

I am trying to diagnose my wiper problems. They were working in high speed only. I did some tests to try and confirm whether the switch was the problem or not. I disconnected the wire connectors from the circuit cover board and wiper motor and then jumped the motor and cover board to the car battery to see if I could get the wipers to work independently of the switch. I got the high speed to work but the low speed still did not work so it was like nothing changed. Does this MOST LIKELY clear the switch as being a problem and I can now focus on the motor and circuit cover board? BTW, after the testing, now the wipers will only move a couple inches up the windshield and go back down so things got even worse!
