Digital Dashboard Heating problem?

I have a problem with my digital dashboard in my GTA. After the dash has been on for a while, the odometer section seems to heat up a lot and then shuts off, while everything else on the dash still works. Sometimes it comes back on, but usually only after it sits for awhile. I have already checked all the wiring.

There are only two things I can think of. The first thing is that some of this foamy, rubber pad stuff that is on the odometer circuit board is coming off. I believe this is some kind of heat insulator/shield and since it is peeling, it is overheating. The second thing I think it could be is that the ground for the odo (dash mounting brace) is rusted some, and needs to be relocated or the bracket needs to be cleaned.

Any help is appreciated.
