Ignition lock cylinder question

Ignition lock cylinder question
Background: The lock cylinder in the 89 GTA I bought was messed up and the VATS was already bypassed. So, I took the lock cylinder out of my 87 GTA parts car and put it in. It wouldn't turn the ignition far enough to engage the starter. I thought the ignition rack was bad and tore the column apart to check and everything was good. While it was apart I put the cylinder on there and everything was good. Get it back together and same problem. For the hell of it i slide the original back in and presto!
I checked out the 2 cylinders and it appears that the 89 cylinder turns just more than 45 degrees and the 87 just less than 45 degrees.
Anyone ever seen this?
What cylinder do I need? As i said, the VATS is bypassed. I'm gonna try and find a GM one on ebay, but I dont want to get one thats the same as the 87
