New to NYS, have confusion about registering to get NY tags

i have an 89 GTA, up in Ulster County NY, not quite sure on any of this stuff up here, the dmv sites are very unclear to me, and some say different things. to my understanding, i am exempt from emissions up in my county, since my car is older than 1996. but it also said i have to do an "easier" emissions test (dont remember what it was called on the dmv site) since my car isnt 25 years old. however, if this is true, i am exempt from that in january, as my car will be 25. but, it is unclear whether or not i am required for inspection up here. my radiator support is bent, and i am worried i take it in, and i have heard they have the right to not give my car back. my tags are valid until january, and would like to not have to renew via mail with the other state if i dont have to, but i honestly know i need to put a lot of $$ into the car to pass an inspection out here.

so, question is, in upstate, what do i have to do with an 89 year vehicle getting registered?

because your car is not 25yrs old yet, they will conduct a visual emissions inspections to check for tampering (check for the CAT, along with AIR and EGR, and whatever else). after 25yrs they only conduct safety inspections. i read the dmv website and it looks like if you have a valid registration sticker from another state, that is sufficent enough until it expires. once you register the car i think you have about 10 days to get it inspected. i have never heard that if you dont pass inspection, they can keep your car. they just dont pass you, and you can fix whatever or take it elsewhere to try and get it inspected. i dont think a bent radiator support will cause you to fail. that has nothnig to do with safety or emissions

Find some local gearheads and find out where they get their inspections done. It won't take you long to find a location that will accommodate you.

Older than 96 just means they dont plug in to any computer.

Inspections here are fairly easy just make sure that your brakes, tires, parking brake and suspension are in decent shape. They hardly ever look under the hood.
