Sounds like a bad starter.. or Solenoid. does it make the clicking noise of the solenoid engaging the bendix, but not turning over the motor?

What exactly signals the ecm that everything is okay to fire the injectors? i have a 91 T/A and it won't start cold unless i spray fuel into the intake. then it run for about 20-25 minutes, then...
