OK, I finally found someone who knew where this clip went, it goes in the small rectangular hole next to the ignition switch hold down pin, I put it in after the switch, hold down pin and torx bolt...

I am putting my column back together and don't know how to install this piece, I'm thinking it was in the hole that the door chime contacts came out from, is this correct ?
