Eventually I tighten them until I ran out of threads on the bolt because they (the metal sleeve and washers in-between the bushings) were rattling.

Well, if u need new tires soon, u might consider Touring tires as opposed to High Performance or Sport tires. Yes, I'm assuming u have more performance/sport oriented tires on it now.
