Need TV cable help

I will be installing a ratchet shifter this week and I will have the car on stands. I'd like to tackle the throttle valve cable at the same time but I have no idea how it is supposed to be set up....

I think it is the rheostat, if I push up on the rheostat dial the lights come on. Got a new one coming in tomorrow.

Headlights, tail lights, marker lights and the hatch release are all still working. I have no voltage at the fuse terminal on either side with the gauge brightness set to max.

Also, was a limited slip differential standard with the ws6 package for 1984 or was it always optional? If it is supposed to have it mine is non functioning.
