Wheel hot to touch (parking break?)

Ok, heres the deal. I just started driving my car. It has been down for over a year(man it feels good by the way). Anyway, while it was down, one of the things I did was upgrade to the rear pbr breaks. I used used calipers, but bought most of the stuff new(a lot from AndyZ28 and some from the parts store locally). Anyway, My drivers side rear wheel is getting warm whenever I drive it. The passengers is cold to the touch. I jacked it up and turned it by hand and I can turn it but it is rather stiff. It appeared that the hand brake cable might be holding it from letting off all the way so I loosened the adjuster. That didnt do it and there is a slight bit of slack in the line now. I have one of my parking brake cable brackets is factory(drivers side) but the other one(side that works properly) is one that I got from Andy. It almost looks like the stock bracket isnt letting the lever fully release when the tension is taken off of the cable. It seems like it might be actually hitting the bracket. I dont know if it is bent slightly or what. This may not be the problem, I dont know but it just looked like a possiblity so I thought I would mention it.

Edit: I just got a reply from Andy and he suggested that it is possible that my caliper was not centered. I dont know which way he means, but he says it will be appearant when I remove it.

Edit to my edit: I just realized that he said caliper carrier and not caliper. Makes more sense now. lol.
