fuel rushing back into the tank?

Car: 1988 Iroc-Z / 1992 RS
Engine: 5.7 TPI / L03 TBI
Transmission: 700r-4 / 700r-4
Axle/Gears: 9 bolt 2.77 posi / 10 bolt 2.73
fuel rushing back into the tank?
Last few times I turned my car off. I've noticed that I hear fuel feeding back into the tank. Is that normal? Its a 92 Camaro with an LO3 102K miles.
It does take awhile to start but will as soon as it gets fuel. It starts up much faster if it has been ran recently. I positive the pump a factory. I saw where it has been posted about not having a drain back valve. I also checked the fuel pressure recently and it was 11-12 psi. Does it sound normal for the pressure to read zero with the key off. Then spike to 11-12 psi when the key is on then read zero again key on with engine off. Running it stayed steady at 11-12 psi but that was in park revving.
