horrible fuel mileage

1990 is in good tune ... very bad gas mileage no check engine light, passes emmissions easily ... TPI fuel pump, sometimes after a hot start car won't start unless gas pedal depressed all the way, TBI might have had it's regulator spring changed to a TPI one. However don't see how thats possible. Alot of black smoke when this hot start problem occurs. Fuel seeps out of the top of the injector pod where the diaphram is. Is this car being subjected to way to much fuel pressure and this is the cause of the problem? I never see fuel dripping from the injectors it's always a nice spray pattern and never see dripping out of the injectors after the car is shut off. Car has no fuel leaks whatsoever. Base timing is at 6 degrees for emmisions reasons but the car when set at 0 degrees barely runs for some unknown reason. Car also surges from time to time and at different accelerator positions it's like the car losses alot of power but when floored car pulls just fine. ECM is stock with ANTS BCC.Whats your opinion.
