Measure around the pipe (use a piece of string, and mark the cross over point with a pen).
A steel tape will buckle trying to go around the pipe.
Then lay the string flat and measure VERY accurately.
Divide the answer by 3.142 this will give you the exact diameter (within about 10/1000 of an inch.

You don't have to measure right at the end of the pipe.
You can use a piece of cardboard.
Just cut two notches in the cardboard. One that's 2-1/4" wide, and another that's 2-1/2" wide. Whichever one fits is it.

One more question....
How do i mesaure how long my tips are.
They are angle cut. Do I measure the top which is long or the bottom?
also where can i get some polished or chrome tips that are bolt on and angle cut?

I believe angle cut tips are measured from the longest point.
I have Magnaflow 15* angle cut, stainless steel, 3-1/2" with a rolled edge. They cost me $75 shipped from a guy on Ebay.
His user name is dirtsqurtr@aol.com
Here's one of his auctions. It's no longer active, but you'll get the idea.
I wanted the rolled edges because
1.) You can see them better when you look at the car from directly behind.
2.) I have a scar on my leg from tips that didn't have a rolled edge.
Here's a pic of mine.
BTW, you should move all your questions to the exhaust board.
