This has been done and discussed many times. If you do a search youll find more information.
AFR 195s
MiniRam
Long tubes, full exhaust
CC 306
Lots of tuning and lots of traction
A 383 is more expensive than a 355, build the largest engine you can afford, its easier to make more power with more cubes.
Learn as much as possible before buying parts

I think that this would get you into the twelves with a 6-speed.
87-later 350 w/10.5:1 compression
GM fastburn heads
Edelbrock RPM air-gap intake
625 cfm Road Demon carb
GM LT4 HOT cam
MSD distributor w/6AL box
A set of headers and a good catback.
Lower control arms and some slicks.
I think that you should be running twelves with a set up like this.
