Cheapest & Easiest way to gain HP

Other than an open element and exhaust, what is their that's very cheap and very simple to do?

well if you consider headers and exhaust cheap and simple, I'd say a well matched cam would be a good next step. As far as the open element goes, you would be better off with a dual snorkel setup from a HO car, but as most of us know they're getting hard to find these days..

Air cleaner, headers, exhaust.

I wouldn't say a cam is 'cheap and easy' though.

I wouldnt call it that either but he refered to headers and exhaust as cheap and easy.. a cam is most defently cheaper then most full exhaust systems so i'd say it fits.

Complete exhaust system, from the heads to the street, for some application other than L03, such as a 350 TPI.

Without that, nothing else matters very much.

After that, cam and heads. Get rid of the TBI "swirlies" and put a set of LB9/LG4/L69 heads on it. Easiest ones to use are the 87-up 081 casting. People say the better LT1 cams (out of a F or Y body, not a B body) work great in that motor, when matched with a decent exhaust and heads with good flow, as described.

I agree, NO2 is the cheapest & easiest way to gain HP.

Of course, the stupid question is, "How cheap, and how much gain?"

With LO3, you need to start with RB's list.

Bottom line is "cheap" and "power" don't belong in the same sentence.*

$'s/HP is not linear.

The more HP you make, the more things you break (or the more money you need to spend to keep them from breaking).

One thing that puts out more power but alos keeps things from wearing out is synthetic lubrication. But, it is also higher priced (but not necessarily higher cost).

*Because there's no such thing as a free lunch.
