Power Steering Pump or Gearbox?

I was driving my 1986 Camaro today, and all of a sudden it felt like the steering wheel was fighting me. I still had power steering but it feels like I am hitting the wheel stops. The fluid level was a little above the cold mark, but not in the add mark. Is this a sign of the pump going out or the gearbox going out?
