Sluggish off the line during closed loop

Car: 1994 Trans Am
Engine: LT1
Transmission: Auto
Axle/Gears: 3.23
Sluggish off the line during closed loop

The car WILL NOT spin the tires from a stop in closed loop, but will light the tires no problem in open loop until closed loop then....blah. What sensor(s) is getting ignored during open loop?

Off the top of my head what ive checked and replaced/cleaned:

-No codes
-Timing is correct,
-fuel pressure is correct.
-plugs are wet with fuel on the threads and most are black with the very tip being bare metal
-New CTS
-TPS checks out fine: .5 idle, 4.6x wot
-No maf codes
-IAC is clean
-wires are Delcos less than a year old
-New ECM last summer
-All injectors were ohmed 13.4 to 13.6 (1993 LT1 injectors 22lbs low impedence, right?)
-No vacuum leaks
-All TB cables are within 1 year old and adjusted fine
-Floor mat is not slipping under the gas pedal after open loop into closed loop

Questions/thoughts:

-Should I bother adjusting the TPS to a higher idle for better slightly better throttle response volt like .60 or so or keep it the way it is?

-Ill put in a new o2 and new plugs to eliminate those.
