Can the wiper switch be removed without removing the steering wheel?

Car: 1989 IROC-Z
Engine: 5.7L V8
Transmission: Auto
Can the wiper switch be removed without removing the steering wheel?

I thought I read somewhere on the site here that the wiper switch in the steering column could be removed without having to remove the steering wheel. Is that possible? From what I understand, it is contained within that little housing on the steering column but I don't see a way to pop that off.

It is behind that cover, but the wheel does need to come off to change it, as well as the turn signal switch and that lock plate.

That link actually just describes removing the multi-function lever. I was able to do that pretty easily. The problem I am having is with the wiper switch which is actually located at the base of that lever stem IN the steering column.
