Hesitating, popping under the hood and going down to Zero RPM's and restarting

Car: 1992 Z28 Convertible
Engine: 5.0 TPI
Transmission: Auto
Axle/Gears: 2:73 L/S
Hesitating, popping under the hood and going down to Zero RPM's and restarting
I have been having the same problems another member described on an 86 camaro. My 1989 T/A GTA's engine cooling fan on the passenger side stays on all the time. The heater blower does not work on high but blows slow in the high position. Also it sometimes stays on when the key is shut off and if you turn the fan speed control is will then shut off.
That has been going on since i purchased the car. Yesterday after I changed the T-Stat and had to move the throttle body to get to and after a test drive it it started hesitating, popping under the hood. Today I siliconed the TB gasket and it was fine. Later on the way to a cruise in 22 miles away it started hesitating, popping under the hood and going down to Zero RPM's (basically shutting off and restarting on its own) popping and bucking while I was cruising down the road. It was hard to hear with the top down. It was parked for a while and I went to two more places and it was fine the rest of the night but seems sluggish at times.
Also when you turn on the ignition there is no SES light on the dash and I dont't recall if it illuminated when I bought it. I will have to check if there is a bulb there.
What do you think it could be the ECM causing allot of the problems?
