Starting is as simple as a ball of mud. 12V leaves the ignition switch and goes through several things on its way out that can stop it before it gets to the solenoid. Clutch switch, VATS, a few connectors, etc. All ya gotta do, instead of posting truisms on the Internet and arguing with people trying to help you, is get out there with yer DMM (or even just a test light) and find the thing that isn't letting the juice through.
