I was under the impression that you already had the ZZ4 heads and cam.
I wouldn't buy those GM heads for $1200, they simply aren't worth it. There are much better options at that price range if you really want heads. Those are great if you can get them used but nothing special if you are paying retail. Also consider they are pre 86 bolt pattern and your intake base is 87+.
The entire intake will be a restriction, it restricts the stock 165cc heads that are on there now, let alone any decent cylinder head. You'll need to work this into your budget if you want to meet your goal.
Don't just buy things because they sound cool, you don't need aftermarket cranks and rods for what you want. Have yours turned and ARP rod bolts installed.
There are plenty of heads to meet your goal though. Your concern should be how to get the TPI to breath at the RPM it will need to spin to make the power.

My apologies I didn't notice the price was for each. Thanks for pointing that out. I am not stuck on the ZZ4 by any stretch, it was what a local guy i know tossed at me as what he thought was a good setup. He hasn't really done any TPI related engines which is why I came here. I know somebody on here has done about anything and everything that can be done to these motors and cars. I have been listening and looking at everything you guys toss in here to see what I might like.
