1984 Camaro holding gears

I bought a 84 Z28 a few days ago, and it seems to like to hold gears, it has a brand new 700R4 installed with only 6000km, and when you accelerate it will hold gears upwards to 3500rpm and hold it there, not shifting then you let off the gas, it shifts, then downshifts then upshifts again, it does this the worse in overdrive.

Foundout the issue, the owners of the car failed to put any Tranny fluid in the Tranny when they replaced it. I just put a litres worth in but that didn't even register on the dipstick, I am going to put another litre in, and if my tranny is screwed it just means I will be installing my T5 sooner then I thought.
