Adding a cam to a "bone stock" L98 will add some HP, but the heads and intake will greatly limit the power potential of a cam. Especially if the cam is bigger and extends the useable rpm range beyond 5,000 rpm.
Unfortunately, the way GM designed the TPI system, you must do exhaust, heads and intake in conjunction with the cam to get the full performance potential of a cam.
