Your idea may not work. One problem is that the military postal service has a weight/size limit on what can be shipped. I don't think a hood for a thirdgen would be within limits.
Another problem is legality. If someone bought a hood for a car they didn't have over there it could be suspect for blackmarketing, even if the hood was GIVEN to you for NO PROFIT.
Maybe if a servicemember ships it UPS to you in Germany you can avoid tariffs, but I doubt it.
If you are willing to put a lot of trust in someone, there are other options, good luck.
