Fuel pressure question

I have a HSR with the holley adjustable regulator. When my car is idling I have a constant 48 or so PSI when I rev it slightly it drops and spikes back up. After I shut the key off it will drop to 40ish within a few minutes. I know it should hold pressure with the key off. Could all this be related to the crap Holley regulator?

Aftermarket regulators are not required to hold pressure. They don't conform to the same standards as OEM, which is for evaporative emissions compliance.

The throttle blip response is correct as well, vac will fall and spike and fall.
