Need advice on restoring Z28 Alloy rims on 92.

My alloy Z28 rims fom a 92 Camaro are basically worn out. The protectant is gone, so they are very hard to clean although they are generally in good shape. I had seen a post a long time ago on how to sand and then put a protectant on. Not sure if I can just put on a sanding disk on a drill and go to town and then put some kind of heavy duty protectant on or if that would just put swirly marks on them.
Appreciate any suggestions.
