Taking off surface rust and what to do after

How can I remove the surface rust from my car?
Its not very bad, just a spot here and there. I would prefer to use sandpaper or something and then prime it and paint it.

go to a hardware store, the have bits that go into a drill, they are black and have sparkes in them, they are like a little flat wheel, but thy have holes, they work great, sorry i cant rember the name, i got one but its at ym other house with my bird.

Yeah I'd just sand the rust off and then prime and paint.
