something that aircraft remover cant take off of rim....please help!

something that aircraft remover cant take off of rim....please help!
ok im stripping off the clear coat on a set of formula rims that i just got.......well the problem is that 2 of them cleared off really nice but the third one has this flakey look to it after i strip off the clearcoat..........what could be causing this and how can i remove it......any help would b greatly appreciated...thanks!

yah lemme see if i can borrow my friends camera and get a couple pics.............hopefully i can do this within the next couple days
