Looks like an add-on cowl piece www.jcwhitney.com would carry. Can't say for sure it came from there though.. just remember seing something similar looking through a catalog.

They are pilot truck driving/fog lights I believe. I remember seeing a post about them earlier. and you could also find out whos car that is by looking in a post called custom headlights or something like that, he posted there.

no, they are PIAA driving lights, the mod is a little more common on 4th gens so you'd probably have better luck looking around those areas, there is a tutorial/how-to floating around somewhere, i think it's a very nice look and it definately helps out at night because the PIAA's are drastically more powerful than any halogen your gonna find.
