chrome plating wheels

I've got a two part question for you guys. First off I really like the factory wheels on my 89 rs but I was wondering how much it might be to get them chromed. Also, I found a set of valve covers that I really like but they say that they will only fit 86 and earlier heads. Why wont these fit mine? I have a stock 305. Thanks for the help guys.
