Clouded paint from car cover?

Clouded paint from car cover?

I spent some extra money to get an Evolution car cover so I wouldn't have to worry about my paint getting damaged. After some recent heavy rains(we got 11 inches of it in one day!)I removed the car cover to let it dry out and found a section of my front 1/4 panel where the paint had clouded up. I thought the expensive car covers were breathable so this wouldn't happen. Was I wrong? In the future do I have to remove the cover right after the rain stops? What can I do to restore the paint where it clouded up?

Possibly the pounding of the rain & fabric caused fine scrathces... try polish, if that doesn't, then light buff & polish...
