On my 89 rs the clear coat is chiping off horribly. Is it possible to repaint just the clear coat back on it, by removing the rest of it some how? Or will i have to get it completely repainted?

 

If you want it to look really bad, just put clear coat over it. Then you will have sealed in a terrible cosmetic paint condition for all posterity.

If you want it to look really great and never have the problem again, have the car stripped and repainted. Especially the horizontal surfaces where the problem is worst. Of course if you're going that far you should just do the whole car.

I can sympathize. I just finished stripping and repainting mine for the same reason.
