How to paint wrap around spoiler??

How to paint wrap around spoiler??
Hi,
I am repainting the wrap around spoiler on my 89 Formula. On the back part that is flat and about 8" wide, the paint/hard coating was flaking off in multiple places. I scraped and sanded it all off, and now it is a rubbery material i can sink my fingernail into. What should I prime/paint this with? (I am going to use a rattle can)
