get the grain out and it'll look sweet; you might want to clear coat it as an added protectant.

I'd guess sand paper very high grits followed by some white rogue, possible used tripoli before it as well.

From far away its looks great, not mirror quality but looks damm good for what it is. If you get close to it you can still see some fine scratches but I'm just after an overall 5 foot away appearance enhancement.

The plenum has been sanded with the drill with a 36grit wheels, then handsanded with 180/280/400 grit paper, then polished with that "polish bar" that you see in the picture, if you look at the lid and notice the one area that shinier than the rest is where I polished so far. So most of the shine is from the polish.

that 36 grit wheel was a pretty harsh starting point. If you want to get all those lines out, focus on 100, then 180 again, and get it really flat and get all the big scratches out. then wetsand with 400, 600, 1500. If you put enough work into it, it will be as smooth as glass, with virtually no scratches. Then some compounds to finish, and it'll be as reflective as glass.

if you go to 800 that should be fine.

Wet sanding is done with water(water and soap if you want, soap helps to cut better), simple get wet/dry sand paper(if you get just dry paper it will basically fall apart while wetsanding) and use water while sanding... like dip the paper in water or run water over the surface your sanding while sanding it.
