Plates: Fasteners and Getting them

Hey guys, I guess no one saw my reply in my other post about the trick plate mounting, so I'll post it here.
I've mounted the hinges, not bad looking. I'll take pics when I get my new plate. Does anyone have any suggestion on Plate Fasteners? (Should be flat on the back side) Right now it's only mounted w/ these cheap plastic fasteners I found for computer boards. Oh and does anyone know how long it takes to process a personal plate here in CA?
