Its pretty easy but it'll cost you about $30. Go to any GM dealer, and order new ones. Once they turn yellow they're stained forever. You can try any chemical you want and they'll still look trashy.

The outside is easy, just scrub it till it looks good. Start by removing the tank. Then I put about two cups of fresh walnut shell blasting media into the tank with a stong soap/water solution (fill to about a quarter full). I then put a rubber stopper into the hole on top and plugged the hose outlet. The next step is to shake it like you've never shaken anything in you life. The walnut shell media does a really good job of scrubbing the inside surface of the tank without doing any damage. The soap I used was an industrial parts cleaning detergent that is known only as "blue soap" around here (where I work). I'd suggest using Simple Green or maybe that purple stuff.

EDIT: Like Drew said, if the tank/s are yellowed, nothing will save them. Mine were in pretty good shape, just dirty.

Paint 'em, but leave a sight so you know how much fluid there is.
