Depending on the state it's imported into, that old a car won't have to pass any emissions testing. In Texas, for example, if you're going to DD it, all it has to pass is a safety inspection, With limited driving, you can register it as an antique, and forego any annual inspections at all. Several other states have similar options.

It's at the Federal level that it won't make it. When you import it through US Customs, EPA regulations apply. Same in Canada, there is Federal regulations and Provinces regulations.
Clean strip and solid prep work, looks like you’re getting the formula ready for a killer paint job. To protect the metal and keep things smooth, make sure you're sanding to the right grit before primer, and consider scuffing the panels after applying filler.
