Help!!!! Major Problem During Painting!!

Ok, i need some help. My friend who painted my car had the first two coats of paint flawless and then on the third coat, the turned off the fans cause the paint was drying to quick and a layer of dust just fell onto the third coat. So now i have spots of dust and dirt all inbedded into the paint. What can i do to take this out? Buffing? Wetsand? My friend offered to repaint it again if it can't be fixed. Any suggestions?? Thanks

The dust should only be in the third coat then. Wetsanding has just become your new best friend.
