Reclining Mechanism and Seat Back
Should the seat back move forward freely, or is the release required before movement is possible?

it should move forward freely, and then go back to the position you had it at, if you want to move the "locking" point forward you have to use reclining mech.
but in a wreck, the seat will lock. i can vouch for that ;-)

In my car, on the pass side, I simple push the seat back forward to gain access to the rear seat; however, on the driver's side, I'm forced to 'release' the seat back with the **** on the rear of the seat. Can I assume one is broken or malfunctioning?
