My seats do the same thing, and I've been told that it's normal. Unless I've been misinformed, the seats are only supposed to lock under hard braking, and sometimes when they lock they don't release automatically and that is when the lever is needed.
Of course, I don't think mine lock at all, even during hard braking (Or was that the Jimmy?).

Hehe, no guys, they're not supposed to lock. Why complain? I'd complain if I had to move that damn **** everytime I had to throw something in the back seat, whether it's a dashboard, a new tool, a gym bag, or a person!
The seats use an inertia lock. Like SBlackfoot said, say you slam on the brakes- the seats "sense" the inertia, and won't fold forward. As soon as you come to a stop and the car isn't moving anymore, then the seats will tilt forward. Try it next time you don't have a passenger next to you. When you come to a stop sign, and you see that passenger seat tilt forward as you're braking, try folding it foward the rest of the way... it won't happen until your car comes to a complete stop (and isn't leaning forward because of braking). Have you ever parked on a hill, and noticed that you can't fold your seat forward? This is the inertia lock getting "fooled" by the car being parked at an angle.
So it's normal operation, don't worry about it! If it was broken, you'd have to use that **** all the time. What ya should worry about is folding the seat forward by using the seat belt clip- you'll loosen the bolts over time, and they'll fall out. Fold the seat forward by the headrest or the back top of the seat.
