I'm pretty sure it stands for Dual Action sander. Wetsanding is done by sanding and keeping what you are sanding wet at all times. It can remove fine scratches and be buffed to a great shine when done right. I'm not exactly sure on what grits to use, so I'll let someone else take it from here.

Yep, you got it man, DA stands for Dual Action Sander.....they are great! They make them in 5 inch, 6 inch, and 8 inch. Well....if your wetsanding something.....it depends how thick the paint is. Like on the spoiler your talking about.....I would probably use anywhere from 400-600 grit.....that's just for taking the paint down. Now.....if your wet sanding to buff a shine.....I use 1500 grit for that.

If you're wetsanding to buff it, forget about the D/A and grab a sanding block and do it by hand.

If you're sanding to remove paint, don't waste your time with water. Just dry sand. Wetsanding with a d/a makes an unbelievable mess and isn't really going to offer much of an advantage. The purpose of wetsanding is to keep the paper from plugging up, but it's rare that you'll plug the paper when you're using a D/A.
