At last I have replaced the rear bumper on my 91't/a ,I removed the 91' showboat bumper and swapped it for the 82-84 style and the cover does not fit over the impact absorber at all ,so I just ripped the absorber off the car and tomorrow I'll just go out and pick up the original one I need !....
