Which is "better" for painting SFC welds and touch up rust spots on the body? What is the effective difference between the por15 and rustoleum?

This what I have so far:

POR15 -dries rock hard/glassy look; sensitive to UV; 3 step application process; requires separate paint; goes on like paint

Rustoleum -multiple coats needed; one step application
