Can't remove my fenders.. help!

I've been trying to remove both of my fenders (82 t/a), and have ran into nothing but trouble...

I (finally) have the nose and hood off, and all the fender bolts/screws except for one per side. These I can't seem to find a way to remove. All I can see is the end of the bolt coming out of a square block beneath the car, behind the front tires. I've tried all I can to find the heads, but they are nowhere to be found. I checked through the wheel well, through the interior access panel, and through the door gap. My friend said that his camaro, those were guide-bolts that the fenders just slide into, so it might all be just rusted together.

Any suggestions?

There are 2 bolts on bottom below the rocker gfx. All the bolts under the hood you also have to remove the hinges. Then there are bolts connecting it to the front bumper 4 on each side if i can remember. There r like 2 supports up front also in front of the wheels u will see them. Thats all i can remember just looks ull see em.

I already have everything off, except for those 2 last bolts. Everything else was pretty obvious.

The problem is, I can't find the heads...

Car: To many to list
Those tabs that the bolts are on are probably bent over from someone jacking up the car in the wrong place. Are the threads sticking down towards the ground? If so you will have to bend the tabs to get to the bolt heads.

On my 83 bird I had to use a hammer and a pry bar to get to the bolt heads by the bottom of the doors, after that the fenders came right off

Well... been a few days since I've been around, so I'll update.

It ends up the tabs were both bent in, as the result of the car being put on a hydraulic lift. The driver's side was rusted to hell, so I ended up cutting the 1/4 inch of rusted metal still holding it on. The passenger's side was a little more troublesome. After soaking it for days in penetrating oil, and failing to be able to crack it loose, I ended up breaking out an old piping torch to loosen it up. Thankfully, all the solvent didn't catch on fire, and I was able to crack it without too much trouble.

Now all I need is to bribe one of my lazy a$$ friends into helping me with the doors, and I'll be able to really begin on my project.
