Radiator Tray Rust Problem

I'm in the process of restoring/cleaning up my 92 RS I recently bought. It has 69K original miles and is in overall great shape. The floor pans are great, tore up the carpet and they look brand new from the inside. The underneath looks good too, the pans only have a tiny bit of surface rust just beginning in some parts. However, my radiator tray looks terrible. It is full of rust and so are the mounting brackets and such. What do you recommend I do about this? Can you replace these parts? The only other spots I have found rust have been right behind the ground effects where the little jack flanges are. I tried jacking up the car with the stock jack on those flanges and all I heard was "crack, crack, crack" so I lowered the car and flakes of rust fell from behind the flanges. I need some suggestions on what to do about these things.
