sure. It'll chafe the paint the same whether it's wet or dry.

yea unless you are trying to hide some damage all the bra will do is scratch your paint, they do more harm than good. But I would wait to put it on until the car is dry.

Even "IF" it didn't hurt the paint, the rest of the car would still age and someday you'd be left with a perfect nose on an old looking car.
