Hood Insulation Question

Ok, the insulation(i think that's what it is) on the underside of my hood is falling apart- it's really an eyesore! I was wondering if it was possible to just tear it off. Are there any undesirable consequences to doing this? I see alot of other cars that don't have this insulatin. Any input is appreciated.

Its safe to remove it, I would say as old and dryed out that it probally is, its safer to remove it than to leave it, it just might become a fire hazard later on down the road.
