I had the same problem with the driver's sun visor on my 85 Firebird. The adjusting screws used on third generation F car sun visors can be extremely difficult to turn, but they do turn. If the the adjusting screw cannot be turned with just a regular hand held philips screw driver, use a philips head socket on a 3/8 ratchet. the added torque of the ratchet will allow you to tighten the adjusting screw on the sun visor and keep it from falling down all the time--a very annoying problem, and potentially dangerous.

Generally the problem lies not in the visor itself, but in the bullet-shaped insert that pushes into the visor. The piece is supposed to remain stationary, allowing the visor to swivel on the bushing, but often breaks loose from its housing and turns freely, so causing the problem--no amount of tightening the visor screw will help in this case. The hanger is a bone yard item at a buck or two.

So far James C is the only one on the right path... except usually you don't have to replace the support.
The chrome pin that slides into the sunvisor is pressed into the support. Over time they vibrate loose.
Remove the adjustment screw, slide the sunvisor off the support, tap the chrome pin back into the support with a light hammer. Then remount the sunvisor, DO NOT OVERTIGHTEN THE ADJUSTMENT SCREW!
Overtightening the adjustment screw is what causes this problem in the first place. When the screw is too tight, flipping the visor up/down puts undue stress on the pivot pin and the plastic bushing. Leave it tightened to snug and it will last a lot longer.
