What is supposed to be here?

What is supposed to be here? Just a black piece of plastic? I've got an 86 Z28 not that it matters much. Thanks in advance.

Dude I love the color of your car. There are 3 colors of third gens I like -

First choice is black
Second is the color I own (pic attached), not sure of its color name
Third is the color you have (Teal?)

There should be a little clip on it that you can push & then pull it straight out.

Yes it is rare to find one still in a car now adays.
